Well, when neo was created it was by NIR_MrAnderson, I think he had root access to the server files or something and copied all of their files and made his own server and clan. Anyways they are here in MTA 1.0 but don't have a swear filter.

Apologies, the ACL keeps changing the values back....not sure what is causing it or why. But as of now you should be able to use them.
